Lana:
shot in the dark, but I am assuming that DD sent one of the house elves to 
get the packages for the muggleborn students and those with no other way to 
get htem there.
As for Lily and Petunia..  I am sure that Lily used either the Potter house 
elf.  Maybe the elves brought them back when delivering.
