I agree.   Also with a wizard war raging around the time of  Harry's birth 
there was likely a drop in birth rate (of non Weasleys any  way ;-D).    
Subsequently there might have been a  significant baby boom in the years following 
Voldemort's first defeat (and  probably the final defeat as well).
