Pippin:
This whole argument takes the events of DH out of context. Scrimgeour
had a whole year during which the Ministry attempted to counter
Voldemort with all the resources it could command, including far more
professional dark wizard fighters than were part of the Order. It
didn't work. 

Why should the Order adopt the same failed tactics? 

And really, unless you can come up with some reason why the same
people who rallied to Hogwarts at the end of DH wouldn't have listened
to the Order earlier, why assume that they weren't doing what the
wireless broadcasts suggested they should do?
