Pippin:
I agree that he's testing Snape. But it's not a given that the Potters
would be "taken care of". 

Out of the fourteen or so people named in Moody's photograph, only two
were alive and well at the end of the war. If the Order's mission was
to take care of its members, it was a dismal, abject, pointless failure. 

But I don't think we're supposed to see it that way. Sirius certainly
didn't. We  know how he felt about being kept out of the fight
for his own safety. 

 Snape was not asking Dumbledore to protect a civilian, he was asking
him to take an Order witch out of the action, and Dumbledore was quite
right to consider what the Order could get in return.
