I don't know what you're talking about. Draco may have been reluctant
to identify Harry, but probably he was just confused by his disfigured
face, that's why he said "I can't be sure". Then when asked if this
was the Granger girl said  "I
 maybe
 yeah". And when asked if that
other person was Arthur Wesley's son said "Yeah, it could be". 
 
I concede that at least as regard to Ron and Hermione Draco did show a
little reluctance to be a part in having two of his classmates be
tortured and horribly killed, but unfortunately he did not show enough
reluctance to actually not do so. As for Harry he probably just wasn't
sure if that was him or not.
