I read it differently. To me, JKR's wording implies that Draco didn't 
*want* to be involved in identifying HArry:

'Harry saw Draco's face up close, now right beside his father's. They 
were extraordinarily alike , except that while his father looked beside 
himself with excitement, Draco's expression was full of reluctance, 
even fear.'
(DH "Malfoy Manor" p.372 UK edition)

I believe that the tower incident in HBP left a lasting impression on
Draco, which surfaced again when faced with the possibility of being 
involved in a murder.

Mark you, I've always had a soft spot for him.
