Harry didn't win Bellatrix's wand from its owner. It was taken from
her by Ron using Wormtail's wand, won back by Bella who forced him to
drop it, picked up per Bella's orders by Draco, and then physically
wrested from Draco by Harry. It's analogous to the situation of the
Elder Wand -- just physically seizing it isn't enough. You need to
defeat the previous owner. Draco was not master of Bella's wand, and
so defeating him didn't affect its allegiance.
Giving Hermione Bella's wand was supposed to help her disguise -- not
a very smart move either. It shows that Harry's thinking was muddled.
