At the same time Voldemort and everyone else did, when Harry explained
that Draco was its master but he had forcibly taken Draco's wand,
which (if the wand chose to accept that disarming of its master as
making him unworthy of its loyalty) could make Harry its master. IMO,
the wand had to choose, and it chose Harry.
Carol, who has argued this point before and really doesn't want to go
into detail about it again
